Invitation for Negotiated Procurement (Two Failed Competitive Public Biddings) Rehabilitation of Community Center 2 (Design-and-Build Scheme)

In view of the two (2) failed competitive public biddings, the Philippine Science High School – Ilocos Region Campus through the Bids and Awards Committee invite contractors to participate in the negotiation for the Project, “Rehabilitation of Community Center 2 (Design-and-Build Scheme)” in accordance with Section 53.1 of the 2016 Revised Implementing Rules and Regulations of Republic Act No. 9184, otherwise known as the “Government Procurement Reform Act”.
The Approved Budget for the Contract is fourteen million pesos (PhP 14,000,000.00) and the scope of works is as follows:
- Design phase for the whole structure; and
- Construction phase based on available budget but must finish until the second floor slab and other inclusions.
More specific details are described in the attached Terms of Reference.

Interested contractors shall be issued Negotiation Documents upon payment of a non- refundable fee of fourteen thousand pesos (PhP 14,000.00). Payment could be done personally at the PSHS-IRC’s Cashier’s Office or through postal money order.
PSHS-IRC reserves the right to accept or reject any or all bid proposals, to annul the procurement process at any time prior to contract award, without thereby incurring any liability to the affected Supplier or Suppliers.
