Invitation for Negotiated Procurement (Two Failed Competitive Public Biddings) Improvement of Water and Sewerage System (Design-and-Build Scheme)

The Philippine Science High School – Ilocos Region Campus through the Bids and Awards Committee invite contractors to participate in the negotiation for the Project, “Improvement of Water and Sewerage System (Design-and-Build Scheme)” in accordance with Section 53.1 of the 2016 Revised Implementing Rules and Regulations of Republic Act No. 9184, otherwise known as the “Government Procurement Reform Act”.
The Approved Budget for the Contract is six million seven hundred ninety six thousand seven hundred ten pesos and ninety-two centavos (PhP 6,796,710.92) and the scope of works is as follows:
- Design phase; and
- Construction phase
More specific details are described in the attached Terms of Reference.

Interested contractors shall be issued a Negotiation Documents upon payment of a non- refundable fee of six thousand pesos (PhP 6,000.00).
PSHS-IRC reserves the right to accept or reject any or all bid proposals, to annul the procurement process at any time prior to contract award, without thereby incurring any liability to the affected Supplier or Suppliers.
