INVITATION TO BID FOR REHABILITATION OF COMMUNITY CENTER 2 (DESIGN-AND-BUILD SCHEME)-REBIDDING

1. The Philippine Science High School – Ilocos Region Campus, through the National Expenditure Program for FY 2023 intends to apply the sum of fourteen million pesos (PhP 14,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Rehabilitation of Community Center 2 (Design-and-Build Scheme) with Project Identification Number 2022-10-1065. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The Philippine Science High School – Ilocos Region Campus now invites bids for the above Procurement Project. Completion of the Works is required to be completed not later than 210 calendar days after receipt of Notice to Proceed.  Bidders should have completed a contract similar to the Project.  The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).
3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.
4. Interested bidders may obtain further information from Philippine Science High School – Ilocos Region Campus and inspect the Bidding Documents at the address given below from 8:00 AM – 5:00 PM.
5. A complete set of Bidding Documents may be acquired by interested bidders on November 24, 2022 up to before the deadline of submission of bids from given address and website/s below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of fourteen thousand pesos (PhP 14,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person, by facsimile, or through electronic means. Payment could either be in cash, check, or postal money order.
6. The Philippine Science High School – Ilocos Region Campus will hold a Pre-Bid Conference^[1] on December 2, 2022, 2:30 PM at the Conference Room, Administration Building of Philippine Science High School – Ilocos Region Campus and/or through video conferencing/webcasting via https://bit.ly/pshsirc-prebid , which shall be open to prospective bidders.
7. Bids must be duly received by the BAC Secretariat through manual submission at the office address as indicated below. If the bidder cannot personally submit the documents due to quarantine restrictions and protocols, they may send the documents through a courier service but must be received by the BAC Secretariat on or before the deadline of submission (December 14, 2022, 9:00 AM - for the Technical Component Envelope and December 15, 2022, 1:30 PM for the Financial Component Envelope). This is to give time for the TWG to check the compliance of the initial conceptual design with the Terms of Reference. Late bids shall not be accepted.
8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.
9. Bid opening for the Technical Component Envelope shall be on December 14, 2022, 9:00 AM while for the Financial Component Envelope shall be on December 15, 2022, 1:30 PM at the Conference Room, Administration Building of Philippine Science High School – Ilocos Region Campus, San Ildefonso, Ilocos Sur and/or through https://bit.ly/pshsirc-bidopening for online access via Zoom. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.
10. The Philippine Science High School - Ilocos Region Campus reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
